Organisational Structure

 Regional Advisory Team

Administratively, CLEAR is headed by a Regional Advisory Team of seven persons.  The key roles of this team will be:

  • Development of organisational policies and strategies
  • Mobilisation of resources for the organisation
  • Creation of linkages/strategic alliances with grassroots women, national, regional and international organisations
  • Representation of CLEAR in regional and international forums

The team has the power to co-opt people with technical expertise to attend and participate in its deliberations whenever deemed necessary.

The Secretariat

The hands-on managers of the organisation are the two Executive Directors, one heads the secretariat at the regional level based in Nairobi, Kenya, and the other heads CLEAR - Uganda Office based in Mbale, Uganda. 
Together, both:

  • Undertake the overall management of the two offices
  • Oversee and facilitate implementation of all regional programs.
  • Link the organisation at the grassroots, national, regional and international levels and processes.
  • Implement the decisions of the Regional Advisory Team
  • Co-ordinate all emerging activities of the organisation especially community based programs empowering women to reclaim their land rights and enhancing food security at household and community levels. .

The Executive Directors are assisted in their tasks by the Program Manager (de facto Deputy Executive Director) and the Finance and Personnel Manager.

  • The Program Manager is in charge of the following:
  • Resource mobilisation
  • Design, oversight and implementation of program
  • Institutional capacity building
  • Co-ordination of program
  • Reporting to her are Program Officers in charge of respective programs duly assisted by Program Assistants.
  • The Finance and Personnel Manager is in charge of the following:
  • General administration and financial management
  • Budgeting
  • Drawing up of financial reports and statements
  • Financial advice to the Executive Directors
  • Human resource development
  • The Administrative Secretary, Accounts Assistant, Office Assistant and other support staff report to her.

Context of Operations

Programmatically, CLEAR operates through a flat structure of Country Working Teams, which are ad hoc, and theme based. They spearhead and implement the programs in liaison with the Thematic Program Officers. A Country Focal Point coordinates each teamwhich:

  • Projects CLEAR’s image in the specific country.
  • Identifies members of the working teams
  • Facilitates and coordinates in-country programs.
  • Links country-working teams to regional processes
